LOS ANGELES CITY ATTORNEYS' ASSOCIATION

BOARD MEETING MINUTES

Date: Wednesday, June 1, 2011
Time: 5:00 p.m.
Location: Marvin Braude Building, Van Nuys, 4th Floor Lunch Room
Present: Oscar Winslow (President), Howard M. Fuchs (1st Vice President), Mark Lambert (2nd Vice President), Juliann Anderson, (Secretary), Marie McTeague (Civil Director), Garcelle Embry (Civil Director), Ann Rosenthal (Criminal Director), Patrick Hiscocks (Criminal Director), Bob Hunt (Attorney)

1.  Bob Dohrmann's Role

Motion by McTeague to clarify Bob Dohrmann's authority:  to file a new unfair labor practice claim against the City, and additional unfair labor practice claims as they are committed by the City through the conclusion of our negotiations with the CAO; to assist LACAA, as needed, in meet and confers with management re: its proposed intent to change the terms and conditions of our employment and to impose layoff procedures in contravention of our Charter-guaranteed tenure.  In the event that the Supreme Court agrees to review the EAA case, Mr. Dohrmann can also file an amicus brief on our behalf.

In favor:  Winslow, Fuchs, Lambert, McTeague, Embry, Rosenthal, Hiscocks

Opposed:  Anderson

Motion carried.

Bob Hunt is still assisting LACAA and its members with various matters.

2. Financial Report (Financial Health of LACAA)

Treasurer is not present.

3. Forensic Accountant

EAA and the LAPPL have employed forensic accountants to review the budget of the City of Los Angeles.  Their analysis may be helpful to us.

4. New Committees to track progress of matters

A suggestion was made to form a committee to track actions filed by the Board.  The formation of such a committee was tabled.

5. Progress on member communication via LACAA website

We are getting closer to being able to communicate with members via the LACAA website.  Personal e-mail addresses would be sent to the webmaster, who could then generate e-mail blasts to the membership.  There was a discussion about cleaning up the website in general. 

Bulletin Boards

Anonymous postings have been appearing on LACAA Bulletin Boards.  Bob Hunt reminded the Board that the use of LACAA Bulletin Boards is restricted, and that MOU, Article 24, specifically sets out the manner in which items may be posted.  All members must abide by the terms and conditions of our MOU.

6. Bylaw Committee Report

The Bylaw Committee has been working on amendments to the Bylaws, and is hoping to have proposed amendments for the Board to consider soon.

7.  Barb Maynard, PR Consultant

Motion  by Fuchs:  To form a committee to meet with Maynard.  Member Bob Pulone volunteered to be part of the committee.

In favor:  Winslow, Fuchs, Rosenthal, McTeague, Embry, Hiscocks

Opposed:  Anderson
