LOS ANGELES CITY ATTORNEYS' ASSOCIATION

BOARD MEETING MINUTES

Date: Wednesday, September 19, 2011
Time: 5:00 p.m..
Location: ERB Board Room, 11th Floor, CHE
Present: Oscar Winslow (President), Howard M. Fuchs (1st Vice President), Mark Lambert (2nd Vice President), Chris Bobo (Proprietary Director), Marie McTeague (Civil Director), Garcelle Embry (Civl Director), Patrick Hiscocks (Criminal Director), Lewis Levy (Attorney)

1. Election of Directors and Officers
Elections will be held in November for the following positions on the Board: President; 2nd Vice-President; Secretary; Treasurer; Civil Director; Criminal Director; and Proprietary Director. 

October 17-24  - Filing period for nominations.  Members can download a nominating petition from the website or get a copy from Garcelle. The Acting Secretary will publish names of candidates. 

October 24 – Last day to submit nomination.  Publication of candidates.

October 28 – Candidate statements due to the Board. 

November 1 – Ballots mailed to Members. 

November 7-14 – Ballots returned.

November 14 – Ballots will be counted. 

2. Financial Documents
The Board is in the process of changing all signatories on bank accounts.  

3. Committee Updates
Volunteer Attorneys: The Committee recently sent management an RFI.  In its responses, Management continues to assert the position that the volunteer attorneys are necessary at this time. 

PAC Committee:  Assemblyman Mike Feuer has contacted President Winslow about his potential run for City Attorney. 

4. Pending UERPs
The Board is currently meeting with Management regarding three Unfairs.

UERP 1838 – Alleges bad faith bargaining and retaliation with respect to the unilateral imposition of 36 furlough days and permanent freeze of the vested retiree health subsidy.

UERP 1855 (Unilateral Closing of Van Nuys Civil) –  This Unfair is in regards to Management’s failure to meet and discuss the decision to close Van Nuys Civil prior to announcing the move.  Mr. Levy received Management’s responses to our RFI this evening.   

UERP 1856 (Unilateral Modification of Furloughs) – This Unfair is in regards to Management’s unilateral decision to restore salary for some, but not all, members in the bargaining unit.  Mr. Levy received Management’s responses to our RFI this evening.  Based on the data provided, it appears that approximately 40 Members have had their furloughs days reduced from 36 to 26.  The Members are assigned to Land Use, Police Litigation Unit, and Supervision in the Criminal Branch.. 

Also pending is a UERP filed last year regarding the unilateral imposition of 26 furlough days. 

5. Minutes
The Board unanimously approved  minutes of the following meetings: April 10; April 21; May 18; June 1; June 28; July 8; July 20 (closed meeting); August 2 (closed meeting); August 4; August 5; August 9 and September 14. 

6. Executive Session
Discussion of pending grievances.
